Read a rule as an obligation
An obligation has a subject, trigger, required action, deadline and evidence requirement. Guidance helps interpretation but does not replace the applicable instrument. Check commencement and transitional provisions: an approved change may not yet apply to a given activity.

01Identify the decision before searching for a rule
Your first week as an analyst
A manager forwards a headline about an energy reform and asks whether a project budget must change. Your first output should be a short applicability record, not a confident yes or no. Identify the asset, location, participant role, decision date and exact claim. A news item can start the investigation; it cannot complete it.
| Field | Question to resolve | Evidence to retain |
|---|---|---|
| Jurisdiction | NEM, WEM, another system or a retail jurisdiction? | Site and market boundary |
| Role | Generator, network, retailer, customer or service provider? | Relevant registration and contractual role |
| Instrument | Law, rule, procedure, determination or contract? | Official title, clause and version |
| Timing | What is in force on the decision date? | Commencement and transitional provisions |
| Action | What process actually changes? | Owner, test and approval evidence |
02Read status and dates separately
A standard rule-change pathway
- 01
Request and consultation
A proposed change is examined; submissions inform the process.
- 02
Draft determination
The draft is open to further challenge; its wording may change.
- 03
Final determination
Read the final decision and any rule actually made.
- 04
Commencement
Check when each relevant provision and transition applies.
Publication, decision, commencement and compliance deadlines may differ. Record all that matter. A final report can contain recommendations rather than an operative rule; a final rule can have provisions commencing on different dates. Archive the instrument used for historical analysis rather than replacing history with today's version.
Check your understanding
A synthetic rule is made on 15 March and its substantive obligation starts on 1 October. On 1 July, can a slide say the obligation already applies?
Show reasoning
Not on those dates alone.
Separate the rule-making date from the obligation's commencement. Check whether an earlier transitional duty applies; do not infer one from the headline.
03A real example: one update does not move every deadline
Read the AER's 30 September 2026 notice
The AER said final Retail Guidelines would be published after the previously intended date. It also said the revised publication timing would not change the commencement of rule requirements, including requirements starting on 30 December 2026. Treat this as a dated source-reading example: check for later announcements before applying it today.
| Record | What the notice establishes | What to check next |
|---|---|---|
| Guideline publication | The intended publication timing changed | Later final guideline and its compliance arrangements |
| Rule requirements | The notice does not defer their commencement | Exact applicable rule and provision dates |
| Implementation plan | Do not stop preparation on the headline alone | Affected processes, owners and unresolved questions |
Check your understanding
A colleague says: 'The guideline was delayed, so every related rule is delayed.' What should you change?
Show reasoning
Remove the unsupported blanket conclusion.
Maintain separate records for the guideline and rule requirements. Verify each applicable obligation and its commencement before changing implementation milestones.
04Translate a change into an engineering and commercial task
Original implementation case — not a real rule
Assume a fictional market procedure will change an interval file's timestamp field in eight weeks. Finance wants the new field added to a revenue workbook. Operations depends on the same file. A field rename alone is not a complete implementation: a shift between interval-start and interval-end semantics can pair the wrong price with the right energy.
| Workstream | Test | Evidence |
|---|---|---|
| Data | Reconcile old and new interval keys, timezone and revisions | Versioned mapping plus boundary test rows |
| Engineering | Check that control-facing displays retain the correct timing | Authorised review; no live switching during this exercise |
| Commercial | Recalculate a known interval and aggregate cash flow | Signed differences and explained reconciliation |
| Governance | Assign deployment, rollback and exception owners | Approval record and a tested fallback |
Timing changes value
Interval value = energy MWh × matching price AUD/MWh
Synthetic screen only; no loss factors, fees or other settlement components.
Check your understanding
A 10 MWh observation is paired with AUD 300/MWh instead of the correct AUD 80/MWh. How large is the valuation error?
Show reasoning
AUD 2,200 too high.
10 × (300 − 80) = 2,200. Correcting a date label does not repair a historical calculation unless the joins and affected outputs are rebuilt and reconciled.
05Turn a review recommendation into a monitored assumption
Use the 2026 reliability review carefully
The Reliability Panel's final review report, published on 23 April 2026, made recommendations for the 1 July 2028 to 30 June 2032 period. That status and future period must accompany any summary. A recommendation in a review report is not, by itself, proof of the rule currently applicable to an operating decision.
A useful analyst response
Preserve the current base
Identify the governing instrument and assumptions applying to today's analysis.
Create a separate scenario
Model the recommendation as a labelled conditional case; do not silently overwrite the base.
Assign a review trigger
Monitor subsequent decisions and commencement provisions. Reassess when the governing evidence changes.
Result: The model can explore future change without misrepresenting the current framework.
06Write a change-impact brief another person can use
Keep the main brief to one page: the decision required, affected activity, governing source and status, effective dates, quantified impact where justified, actions and owners, and unresolved questions. Attach the source register and calculation. Separate a confirmed obligation from a working assumption or a question for qualified review.
| Deliverable | Acceptance check |
|---|---|
| Applicability note | Names jurisdiction, role, instrument, version and relevant dates |
| Impact calculation | Reproduces the AUD 2,200 mismatch with units and matching intervals |
| Delivery plan | Covers operations, data and finance; includes a rollback owner |
| Exception register | States what remains unresolved and who must decide |
| Review trigger | Names the publication or decision that could change the conclusion |
Check your understanding
The workbook passes, but the operational display has not been tested. Can the change be closed?
Show reasoning
Not as a complete cross-functional implementation.
A successful financial reconciliation does not demonstrate correct operational behaviour. Keep the untested component open and obtain the appropriate review before release.

Key terms in plain English
- Current
- Flow of electric charge, measured in amperes. In the circuit context it is different from the amount of energy used over a period.
