Compare network and non-network options

A network need should be defined by location, timing and service requirement. Reinforcement, storage and demand response can sometimes provide alternatives but are not automatically equivalent. Regulatory investment tests require their applicable scope and methodology.

Working relationship

Option comparison = service capability + timing + lifecycle cost + risk

What to keep separate

Do not present a private project NPV as the result of a regulatory investment test.

Your task

Build an options table for a local capacity constraint including a non-network alternative and failure scenario.
